In its first discussion paper on democracy promotion, the European Council has underligned the necessity of an upgraded European profile in democracy assistance as an important part of the European Security strategy.

In the Vienna Summit Declaration, EU and US leaders state the priority areas of their cooperation:
• Promoting peace, human rights and democracy worldwide;
• Confronting global challenges, including security;
• Fostering prosperity and opportunity;
• Promoting strategic cooperation on energy and energy security, climate change and sustainable development.
