EU Needs New Democracy Foundation, says Havel in Democracy Digest

18 july 2006 - Václav Havel, former president of the Czech Republic, has thrown his weight behind the push for a European democracy foundation which could, he argues, "add value" to European Union democracy assistance efforts. "The EU should not try to teach the world about democracy," says Havel, "but help it flourish." He secured European Commission president Jose Manuel Barroso's endorsement for the proposal.

Havel "knows the importance of democracy assistance programmes from his time as a dissident," says David French, the director of the UK's Westminster Foundation for Democracy, and co-author of the proposal with Roel von Meijenfeldt, director of the Netherlands Institute for Multiparty Democracy. The proposal has also been endorsed by the European Parliament's all-party Democracy Caucus.
